Creating a Public Construction Company in Cameroon.

To establish a public construction company in Cameroon, it is essential to meet the following requirements:

  • Investment Declaration
  • Registration with the Commercial Chamber
  • Statistical Registration

A public construction company must obtain the necessary licenses to operate. These licenses are issued by competent authorities and serve multiple purposes:

  • Ensuring work quality
  • Protecting workers and users
  • Safeguarding consumer rights
  • Regulating the public works market

The licensing framework in the public works sector is governed by Law No. 2013/004 of August 18th on Planning and Building Authorization. This law establishes four types of construction licenses:

  1. License D – Issued to small-sized construction companies, allowing them to handle projects with budgets above 50 million XAF.
  2. License C – Designed for medium-sized companies, permitting them to undertake construction projects ranging from 50 million to 500 million XAF.
  3. License B – Intended for large construction firms, authorizing them to execute projects with budgets exceeding 500 million XAF.

License Issuance & Requirements

Licenses are granted by competent authorities based on the nature of the work to be performed. The requirements for obtaining a license vary depending on the license type and the issuing authority. However, companies generally must fulfill both administrative and technical requirements, which may include:

  • Submitting an application file
  • Conducting a feasibility study
  • Providing a financial guarantee
  • Presenting a security plan
